Board approves stipend for DSS employee to serve as interim administrative officer

DSS Director Tyeshia Phelps asked the board to approve a monthly stipend of $698.94 for a current DSS employee who will serve and train as Interim Administrative Officer over the next three to six months. Phelps said the stipend would be funded with lapsed salary and would cover increased responsibilities during the training period.
Commissioner Tony Shaffer, who said he had served on the DSS board and supported the request, moved to approve the stipend; the board voted unanimously (7-0) to grant the stipend. Finance staff characterized the action as an internal transfer between line items with no additional county funding requested.
The board recorded that the stipend would be funded from lapsed salary and that the position is temporary while the employee trains for the administrative duties. Departments will process the payroll adjustment as a transfer between appropriate line items.
