Chowan County approves purchases of three parcels for RO test wells, moves related funds in Water Fund

County Manager Kevin Howard asked the Chowan County Board of Commissioners to formally approve negotiated purchase prices for three properties to be used as test-well sites for the county's reverse‑osmosis (RO) water project. The board approved the purchases unanimously on Jan. 6.
Mr. Howard presented the negotiated prices: 619 Poplar Neck Rd. for $33,281.64, 301 Poplar Neck Rd. for $28,673.93, and 627 Haughton Rd. for $161,455.62. Commissioner Larry McLaughlin moved to approve the purchases and the board voted 7-0 to accept the prices.
The board also approved budget amendments to appropriate Water Fund balance for land purchases and to move ARPA funds and carry-forwards into the RO Plant construction and pilot study accounts; staff documented that the county had previously appropriated ARPA funds for RO Plant construction and that some FY2024 funds were carried forward. A contract with Magette (Magette Well) for the RO pilot study was noted in the packet; the Magette contract is $276,800 and is partially being paid with ARPA funds, according to the Finance documents presented.
The purchases and budget amendments were presented as part of a package of financial items approved by the board. Documentation for property closings and the Magette contract are included in the meeting file.
