School leaders secure technology change order for John A. Holmes High School, tapping contingency funds

School Superintendent Tammy Ward and a representative from MB Khan asked the Chowan County Board of Commissioners on Jan. 6 to approve a change order moving $103,139.45 from project contingency to cover a Technology Data package for the new John A. Holmes High School.
"The quote for the Technology Data package is $1,103,139.45," Superintendent Tammy Ward said, explaining that the figure covers cabling, access control, alarm systems and security but excludes auditorium and gym audio-visual equipment, which she said will be brought back as a separate request. MB Khan representative Bob Sebire told the board the A/V work is costly and recommended breaking the technology work into two phases to separate A/V equipment from data cabling and controls.
Commissioner Larry McLaughlin pressed why the items were not included in the initial bid; Mr. Sebire said prices increased and that technology had been budgeted separately from the contractor MB Khan's construction package. Finance Officer Cathy Smith told the board the original total project budget was $82,495,579 and said the contingency balance would be about $5,609,129.76 if the change order were approved. County Manager Kevin Howard warned of possible soil and demolition issues that could create additional contingency demands when parking work begins.
After the discussion Commissioner Chris Evans moved to approve the change order; the motion passed unanimously (7-0). The board recorded that the A/V equipment request is not schedule-critical and will return for separate approval. The meeting file contains the presenters' PowerPoint and the change order details.
