Resident raises transparency concerns over library appointment; board approves bylaw changes and regional appointment

A member of the public told the Chowan County Board of Commissioners on July 14 she was disappointed by what she called a lack of transparency after the board chose not to reappoint a library trustee.
Vicki Sherbs of 420 Captains Cove said the board’s decision not to reappoint Sherrone Battle was not transparent and that the public would have spoken in favor of Battle had they known of the board’s intentions. The comment came during the public‑comment portion of the meeting.
Later in the meeting, Commissioner Chris Evans addressed the remark and said Sherrone Battle had finished her term and was not removed from the Shepard Pruden Memorial Library Board of Trustees. Chair Bob Kirby added that appointments have established terms.
Separately, the board approved recommended amendments to the library board’s bylaws — adding an order of business for trustee meetings and clarifying the appointment process for the regional library board. The board also appointed Betty Tynch to the regional board to serve with Marie Perry and Jenny Wells. Commissioner Larry McLaughlin moved to approve the bylaws and the appointments; both motions passed unanimously (6‑0).
The board did not record further action on the transparency concerns beyond the public clarification that the trustee’s service had concluded.
