Chowan County approves budget amendments, accepts $148,163 debris-removal grant and signs audit engagement

On Feb. 17 the Chowan County Board of Commissioners approved a package of budget amendments to record discretionary income, program receipts and transfers and to appropriate funds for capital projects.
Finance Officer Cathy Smith presented amendments (2025-046, 2025-047, 2025-048) covering a range of departmental receipts and expenditures and said total discretionary income received for the fiscal year is $193,770.41; Commissioner Larry McLaughlin moved to approve the amendments and the motion passed unanimously (7-0).
The board also amended the Soil & Water budget to include a Stream Debris Removal (STRAP) grant from the N.C. Department of Agriculture totaling $148,163 and approved transfers from Capital Reserve to fund Hicks Field renovations per the CIP (transfer amounts recorded in meeting materials).
Separately, the board approved the audit contract and engagement letter with Thompson, Price, Scott, Adams & Co., P.A. (TPSA) for the 2024 audit, the third year of a three-year contract; Commissioner Ron Cummings moved approval and the motion passed unanimously (7-0).
County Manager Kevin Howard provided routine updates and staff will return with final documentation for capital projects and grant implementation as required.
