Commissioners flag differing bids for Bennett’s Millpond repairs; staff recommended awarding to Sawyer Marine

Recreation Co-Director Shannon Ray told the Chowan County Board of Commissioners on Feb. 17 that two bids were received for repairs and improvements at Bennett’s Millpond and staff recommended awarding the work to Sawyer Marine Construction in the amount of $153,034.
Commissioner Larry McLaughlin said he reviewed both proposals and found they did not offer comparable scopes — examples he raised included concrete depth and piling specifications — and recommended staff prepare detailed specifications and solicit comparable bids. "I did not feel that they were proposing the same work," McLaughlin said.
Ms. Ray said the County has 18 months to award the project and that staff could meet with bidders to clarify scope and specifications. County Manager Kevin Howard said staff would follow up with bidders and return to the board with additional detail to ensure a fair comparison.
No final award was recorded in the minutes; staff's recommendation and the request for additional specifications were the primary outcomes recorded.
