Easton conservation commission revokes permit after unauthorized stumping and orders new remediation plan

The Commission voted to revoke Permit #24‑686, which previously authorized a lot line division and two homes at 125 Rock House Road, after commissioners observed clearing and stumping within 100 feet of wetlands and large piles of wood chips near remaining trees.
Engineer Paul Bombero and owners Fransica Hodges and Stephon Wynter attended; the Commission concluded that silt fencing had not been properly installed and that unpermitted tree removal and fill occurred in regulated areas. Commissioners required the applicants to reinstall silt fencing properly, remove wood chips from around remaining trees, consult a landscape architect or soil scientist for remediation recommendations, move equipment off sensitive areas, submit documentation from the logging company detailing trees removed, and file a remediation plan and application for any after‑the‑fact approval. The Commission also stated a cash bond will be required to ensure an acceptable planting plan is created and implemented.
On motion by Dave Logie, seconded by Cathy Alfandre, the Commission revoked the permit by unanimous voice vote and maintained the cease‑and‑desist order until remediation is approved.
