Scott City Council approves ordinances, resolutions and appointments at March 5 meeting

The Scott Mayor and City Council met in regular session March 5, 2020, at Scott City Hall and unanimously approved multiple ordinances, resolutions, appointments and budget amendments.
Councilman Boudreaux moved to adopt Ordinance 2020-3, amending Chapter 38 (Utilities) to prohibit obstruction of watercourses and the storm drainage system (Sec. 38-98); Councilman Hollier seconded and the motion carried unanimously. Councilman Montoucet moved to adopt Ordinance 2020-4, adding provisions to Chapter 18 (Flood Protection) for entering private property for inspection and work on drainage facilities (Secs. 18-71 and 18-72) and for assessment of costs (Sec. 18-73); Councilman Suire seconded and the motion carried unanimously.
Councilman Boudreaux introduced Ordinance 2020-5 to enlarge the city boundary in the Octavia Drive/Pitt Road area; the ordinance was scheduled for consideration at the council’s next regular meeting on April 2, 2020 at 6:00 p.m.
On resolutions and other formal actions, the council adopted a resolution establishing sewer impact fees and authorizing the mayor to execute impact-fee agreements for named properties and businesses. The council approved Resolution 2020-10 to donate twenty-three 700 MHz radios to the Lafayette City-Parish Consolidated Government. The body also approved Resolution 2020-11 authorizing an intergovernmental agreement with Lafayette City-Parish Consolidated Government concerning maintenance of Coulee Ile Des Cannes lateral.
Appointments and administrative items included adoption of Resolution 2020-12 to appoint Norwood Menard, Jared Richard, Larry Lantier, Phyliss Meche and Jeff Laughlin to the Scott Design Review Board. The council approved Change Order No. 1 for FY 2019 LCDBG Sewer Improvements and appointed Police Department representative Mr. Caleb Lege' to the Civil Service Board.
The council unanimously approved two budget amendments: $9,500 to SBA for the Mardi Gras parade and $5,000 for risk management fees related to general insurance.
Other procedural matters: Councilman Boudreaux read an affidavit announcing a public hearing on April 2, 2020 at 6:00 p.m. at City Hall regarding a possible tax election, and Councilman Bergeron briefly updated the body on Census 2020 activities.
With no further business the meeting adjourned at 6:45 p.m.
