Scott City Council approves park improvements, adopts two resolutions and introduces ordinances for Jan. 5 vote

The Scott City Council met in regular session at Scott City Hall on Dec. 1, 2022, and approved acceptance of park improvements, adopted two resolutions and introduced two ordinances to be considered at the council's Jan. 5, 2023 meeting. The meeting began at 6:00 p.m. and adjourned at 6:45 p.m.
Councilman Hollier led the opening prayer and Pledge of Allegiance. Councilman Boudreaux moved to accept the Nov. 3, 2022, meeting minutes as written; Councilman Montoucet seconded and the motion was recorded as approved. Councilman Boudreaux then moved to accept the October 2022 financial statement; Councilman Hollier seconded. The minutes do not record a vote outcome for that motion.
Mayor (name recorded in minutes as mayor) delivered brief announcements about upcoming events and presented Scott Area Team sports proclamations to championship teams. City engineers gave a short projects update: Mr. Mark Savoy of Groom's Engineering and Mr. Grant Besse of Fenstermaker & Associates provided a status briefing on ongoing city projects.
On formal actions, Councilman Hollier moved to adopt acceptance of improvements to Scott Park; Councilman Boudreaux seconded and the motion carried unanimously. Councilman Montoucet moved to adopt Resolution 2022-26, described in the minutes as a request for financial assistance from the State of Louisiana under the fiscal year 2022-2023 Local Government Assistance Program and the Community Water Enrichment Fund Program; Councilman Boudreaux seconded and the motion carried unanimously. Councilman Hollier introduced Ordinance 2022-12, amending sections 30-56 and 30-57 of the Scott Municipal Code; Councilman Bergeron introduced Ordinance 2022-13, amending section 31-2 regarding fences at tow yards. Both ordinances were scheduled for adoption at the council's next regular meeting on Jan. 5, 2023, at 6 p.m., according to the minutes.
City Attorney William Babin announced an appointment to the Civil Service Board, naming Brian Schlesinger as the governing authority representative. During public comment, resident Jerry Carpenter asked the mayor and council to consider keeping the stop sign at Dulles and JB Road after construction is complete; the minutes record no council action on that request.
