Council reviews Salem Central development and considers upgraded 'Chutes and Ladders' destination park
Summary

City Manager Matt Marziale updated the Council on the Salem Central Development Agreement and a proposed upgrade to the developer-required neighborhood park within the Salem Fields development.
Staff said the development agreement is approximately 85% complete and will be circulated to the Planning and Zoning Commission and Council for review. Marziale also reported plans for a UDOT open house on the Salem–Benjamin interchange and ongoing discussions to ensure Salem receives appropriate recognition on freeway signage.
The staff recommendation included upgrading the agreed-upon park (referred to as "Chutes and Ladders") to a larger, destination-style playground with hillside slides, climbing features, restrooms and parking. The estimated additional cost above the developer—s approximately $467,000 obligation was about $863,000, bringing the total estimated park cost to roughly $1.3 million. To manage timing and cash flow, staff proposed temporarily advancing funds from the City—s Capital Improvements Emergency Fund (approximately $2 million balance) and repaying that advance with future park impact fees as they are collected.
Council members generally expressed support for the concept and asked staff to prepare the necessary agreement language and return with cost and timing specifics for a formal vote.
