DeRidder council approves West Park walking trail contract, several emergency ordinances and grant agreements

The DeRidder City Council voted unanimously June 23 to approve several measures, including a $257,971 contract for the West Park walking-trail improvements and multiple emergency ordinances authorizing cooperative agreements and legal services.
The council awarded the West Park walking-trail improvements contract to RC Paving Inc. for $257,971 after a motion and second passed on a roll-call vote. "The bid award is approved and awarded to RC Paving in the amount of $257,971 for the West Park Walking Trail Improvements," Council President Lin announced following the vote.
Among emergency ordinances adopted the same evening was a cooperative endeavor agreement with the Louisiana Department of Treasury to accept $60,000 under Act 776 (2024) to upgrade police computer equipment. The ordinance was adopted as an emergency due to timing constraints for the funding agreement. The text specifies no local match and sets a project period that requires expenses to be incurred by June 30, 2025.
The council also introduced and provided public-hearing dates for: an ordinance designating Shane D. Williams (Derek Johnson & Associates APLC) as city attorney (public hearing set July 14, 2025); an amendment to personnel policies regarding take-home vehicles; and an ordinance authorizing the mayor to enter a contract with RC Paving for project number 62434DA (public hearing set July 14, 2025).
Other adopted items included an emergency ordinance to secure outside legal counsel for a millage renewal, an interagency agreement with the Department of Public Safety and Corrections to provide vendor laborers beginning July 1, 2025, and cooperative agreements for street rehabilitation and youth-program support. Several ordinances with leases and office-occupancy arrangements were also adopted after public hearings with no public opposition recorded.
Votes were recorded by roll call with the council members listed in the meeting records voting in the affirmative: Councilman Hooper, Councilman Godfrey, Councilwoman Woods, Councilman Marcelo, Councilman Reynolds, Councilman Le, and President Lin.
The meeting record shows the minutes from the June 9 meeting were approved at the start of the session and the public hearings for introduced ordinances were scheduled where required; some emergency ordinances were adopted immediately because of deadlines tied to funding or ballot timing.
