Greenville council adopts parking maintenance ordinance, approves budget amendments and parade permit

The Greenville City Council on June 16, 2026, unanimously adopted Ordinance 26-01, approved year-end budget amendments for 2026–2027 and approved several routine items, the council recorded in its meeting minutes.
Ordinance 26-01 amends Chapter 46 of the city code by adding maintenance standards to section 46-258(f) for off-street parking and loading areas that serve nonresidential and multi-family residential uses. Councilperson Moss moved to adopt the Planning Commission’s recommendation; Councilperson Seppala seconded, and the ordinance was adopted unanimously.
Council also approved Resolution No. 26-12, authorizing proposed year-end amendments to the 2026–2027 budget. Councilperson Moss presented the resolution and Councilperson Seppala seconded; the motion passed by a 7–0 vote.
The Consent Agenda was approved as amended and included routine administrative items: approval of minutes from the June 2 city council meeting and the May Downtown Development meeting; a payroll report for the pay period ending June 6, 2026, totaling $217,959.44; an accounts-payable report for the period ending June 10, 2026, totaling $348,282.80; the May financial report; and information about available training opportunities. Councilperson Moss moved approval of the Consent Agenda and Councilperson Johnson seconded; the motion passed unanimously.
The council approved a special-event request from Greenville High School to close specified streets for a Homecoming Parade on Oct. 16, 2026. Councilperson Seppala moved approval of the route and requested barricade placements; Councilperson McBride seconded. The approved closures include Yellow Jacket Drive (from the high school parking lot to Hillcrest Street), Hillcrest Street (Yellow Jacket Drive to Blackburn Street) and Blackburn Street (Hillcrest Street to the parking lot), with staggered times between roughly 4:30 p.m. and 6:15 p.m., and barricades placed at W. Montcalm, W. Dodge, W. Grove and W. Orange streets at Hillcrest Street.
The council also adopted Resolution No. 26-13 to support formation of a local AMERICA250MI Committee and appointed Judy Gager to liaise with the state committee. Councilperson Johnson moved the resolution and Councilperson McBride seconded; the vote was unanimous.
Two items of public comment were recorded. Resident Jeff Hines (109 N. Bower Street) spoke earlier in the meeting about a text message involving Commissioner Petersen and, later, about a nonpartisan committee, Hobby Lobby and Commissioner Petersen; the minutes do not record a council response.
Councilperson Moss moved to adjourn at the close of business; Councilperson Johnson seconded. The meeting adjourned at 7:33 p.m.
