Town board approves routine permit referrals, budget transfers and appointments

The Town of Union Board referred event and permit requests to Public Works, approved several budget transfers, accepted a resignation and made an appointment to the Board of Assessment Review, and received department reports; a resident also raised an IDA projects question during public comment.
At its April 16 meeting the Town of Union Board approved several routine administrative actions and referrals. By motion the board referred a request from Lisa Chavez to close Alameda Lane on July 4, 2025 for a neighborhood Independence Day celebration to the Commissioner of Public Works, Highway Superintendent and Town Clerk; it also referred a request from Endwell Cub Scout Pack 209 to use Highland Park pavilion #2 on June 7 (with a fee-waiver request) to the Commissioner and Deputy Commissioner of Public Works – Recreation. The board referred a Notice of Foreclosure for 177 & 181 Endwell Street to the Town Attorney, Town Comptroller and Planning Director, and referred a Broome County Arts Council request to partner on the 2025 “Music in the Glen” season (requesting shelter fee waivers) to Public Works. Minutes record each referral as carried.
On finance matters, the board approved a package of 2025 budget transfers covering multiple line-item reallocations (examples recorded in the minutes include a $950 reallocation to Culture – BC Open Sponsor and a $2,200 shift from tipping fee to office equipment; several smaller transfers among recreation and office equipment lines were also recorded).
Committee business included accepting the resignation of Paula Randesi from the Board of Assessment Review and appointing Robert Potochniak to complete the term through Sept. 30, 2026. The board also appointed Gary Ksenak as Committee Chairman for FFY 2025–2026 and appointed Kimberly Lieber-Diaz to the Citizens Advisory Council for Community Development (term through Dec. 31, 2027). The board received and filed department reports including permits, town clerk monthly report, a Zoning Board of Appeals area variance (2203 Richmond Road) and a Planning Board application (PB-2025-004) for a personal service use at 3218 E. Main Street.
During the hearing of visitors, resident Bob Utter asked about IDA project updates; Supervisor Robert Mack said a previous meeting had been canceled and that a briefing is expected. The meeting adjourned at 7:35 p.m.
