Seward County approves juvenile services grant, transit agreement and interlocal drug court; denies sheriff payroll reallocation

At its June 30 session the Seward County Board of Commissioners authorized the Chair to sign a Juvenile Services Grant, approved a Public Transit Program Agreement with NDOT (FY2027 5311 funds), signed an interlocal adult drug court agreement with York County, and denied a request to reallocate sheriff payroll funds pending a Treasury Department inquiry.
The Seward County Board of Commissioners on June 30 authorized several agreements and grants and declined a request to reallocate past sheriff payroll expenditures while an inquiry is pending.
The board voted to authorize the Chair to sign the Juvenile Services Grant for Juvenile Diversion and Attendance Support with the State of Nebraska. Separately, the board authorized the Chair to sign the Public Transit Program Agreement with the Nebraska Department of Transportation for Fiscal Year 2027 5311 federal aid funds. The board also approved an Interlocal Agreement for an Adult Drug Court between Seward and York Counties. All three motions passed unanimously among members present.
Later in the meeting Sheriff Vance requested reallocation of Sheriff Treasury Fund expenditures for July 2025 payroll to the General Fund. Deputy County Attorney Barbara Armstead advised against reallocating the funds while the Treasury Department conducts an open compliance inquiry; the board voted to deny the reallocation request and wait for conclusions of the inquiry.
The minutes show the commissioners recessed at 9:26 a.m. and reconvened at 9:30 a.m. The E911 budget hearing was postponed until July 7, 2026. Commissioners’ routine reports included updates on public transit staffing, zoning and planning meetings and potential hydrogeological study coordination with Natural Resource Districts.
