Kyle, the staff presenter, explained the contract covers several bid items including mobilization, traffic control and about 4,160 linear feet of pipe lining. He said the low bidder, Vortex (based outside the region), has worked locally and was responsive; staff will award to the lowest responsible bidder. A staff description of the lining process noted a new internal surface with an expected life of about 50 years.
A councilor moved to authorize the city manager to award and execute the contract and the motion was seconded. The motion carried without recorded opposition in the meeting record.
