River Ridge CDD appoints Keith Merrill to vacant seat and elects officers

The River Ridge Community Development District unanimously appointed longtime resident Keith Merrill to fill the vacant Seat 1 (term expires November 2026) during its Oct. 22, 2024 meeting. Chair Bob Schultz nominated Merrill and the motion, seconded by Robert Twombly, passed with all in favor.
District Manager Mrs. Adams, acting as a notary, administered the Oath of Office to Merrill and, with District Counsel Tony Pires, reviewed required ethics training, Form 1 filing, the Sunshine Law and Form 8B voting-conflict procedures. "The term expires November, 2026," Mrs. Adams said while explaining statutory obligations.
Separately the Board adopted Resolution 2025-01 to elect officers for the District. Kurt Blumenthal nominated the slate that the Board approved: Bob Schultz as Chair, Terry Mountford as Vice Chair, and Kurt Blumenthal, Robert Twombly and Keith Merrill as Assistant Secretaries. The resolution also removed James Gilman from the Board and left prior staff appointments (including Chuck Adams as Secretary) intact. The resolution was adopted on motion and second.
The Board did not record any opposing votes. The next procedural step is completion of required filings and the November meeting when staff will administer Oaths where needed.
