Resident voice: Cumru zoning now has a data‑center ordinance, officials say no formal plans yet

Resident Tara Luca, who described herself as living at 1713 Morgantown Road for 26 years, told the Board she opposes using the Titus station site as an AI data center, saying the facilities she described can harm property values, strain local utilities and cause noise, light and thermal effects beyond the facility footprint.
"I am opposed to that development of that station for use as the uh data center location," Luca said, urging the township to "put a pause" on such proposals until additional data and protections are available.
Township counsel Kelsey responded that the board and county enacted a zoning ordinance earlier this year to regulate data centers as a conditional use so the board can require setbacks, energy and design standards if a project is proposed. Kelsey said the township had not received any formal sketch, preliminary or land‑development plans for the Titus station as of the meeting.
The exchange left the substantive regulatory control in place — the township can set conditional‑use standards where the zoning map allows data centers — but there is no active land‑development submission to review. Commissioners said the ordinance gives officials tools to impose conditions but acknowledged state and municipal legal limits on exclusionary zoning and said public engagement would continue.
