Denise Ellis said assessors already pull as-built plans from the permitting portal (OpenGov) and then perform drive-by verifications and targeted measurements when needed. The board discussed a percent-complete chart that would assign a standard percentage to common construction stages (for example, foundation vs. fully framed) to speed midyear inputs into the valuation software.
Members agreed the building department's inspection sign-offs (rough frame, plumbing, electrical) are useful signals: if the building department's portal shows a rough-frame sign-off, assessors can rely on that to advance the property card rather than repeat work. The office emphasized they will still perform drive-by checks and measure when necessary to create accurate property cards.
The board also discussed how sales data and software inputs interact with new growth accounting and abatements; staff noted the importance of accurate initial inputs to avoid later abatement adjustments that would affect the town's new-growth calculations.
Staff will refine a percent-complete chart, coordinate with the building inspector on data access and sign-off interpretation, and report back at the July meeting.
