Waynetown council adopts 2026 budget, approves e-bike rules and passes salary amendment after 4-1 vote

The electronic-bicycles and scooters ordinance (Ordinance 2025-003) likewise passed on all three readings by a 5-0 vote; Sandy Proctor, the clerk-treasurer, said the ordinance will not take effect until 30 days after publication. Kyle Proctor noted the local ordinance allows the town to handle enforcement locally rather than referring violations to the State.
In a separate personnel action, the council approved Ordinance 2024-004 (2025 Salary Ordinance Amendment #3) after first reading passed 4-1 and the council voted to suspend rules and consider all readings the same day. Final approval also passed with a 4-1 vote; Councilor Randy Phillips was the lone dissent on the salary ordinance readings. The meeting agenda lists Caleb Berry in association with the salary amendment; the council also approved a related police agreement for Caleb Berry and authorized Town Council President Bob Cox to sign the agreement (motion passed 4-1, Phillips opposed).
