Buford commissioners approve zoning amendment, intergovernmental agreement and multiple project payments

At its Dec. 2 meeting the Buford City Commission approved a zoning amendment and a series of administrative and fiscal items, including an intergovernmental agreement with Gwinnett County and several large construction payments.
The commission approved Zoning Amendment #ZA‑24‑01 to Article VII, Section 702 (Substandard Lots of Record), which requires residential dwellings to be four sides brick or stone with accents not to exceed 20% on each elevation and sets a minimum home size of 2,800 square feet (excluding basements and garages). The commission also approved zoning modification requests ZM‑24‑07 (BBC Investment Group) to allow 50% brick/stone with 50% accents and ZM‑24‑08 (Chris Brown) to allow two houses with reduced lot frontage.
Administrative actions included certifying special election results from Nov. 5, 2024 and authorizing the chairman to enter into an intergovernmental agreement with Gwinnett County to review, inspect and permit Gwinnett County construction projects within the City of Buford.
On capital and operational spending, the commission approved the low bid to Tenco Hydro, Inc. for a scum concentrator at the Buford Southside Wastewater Treatment Facility; authorized a Buford City Stadium Suite License Agreement (subject to City Attorney approval); approved an amicus brief resolution in Chang v. City of Milton; approved a special event at the Buford Youth Sports Complex; and authorized multiple payments: $27,132.79 to Breaux & Associates (Invoice #18137‑33), $1,900,377.00 (Payment #24) and $209,733.00 (Payment #3) to Charles Black Construction Company for stadium and parking projects (the latter to use SPLOST funds), and a $72,143.36 final payment to H. Lloyd Hill Architects & Associates for the Buford Senior Academy renovation. A separate $4,615.00 payment for the New Street relocation project was approved and recorded as using SPLOST and general funds.
All motions in this group were recorded as unanimous. The City Manager and City Attorney delivered brief reports before the commission adjourned.
