Chelsea council approves proclamations, appointments, utility collections and infrastructure purchases

The Chelsea City Council on Nov. 7 approved amended proclamation rules, two proclamations, appointments to the library board and regional agencies, assigned delinquent stormwater and utility invoices to the winter tax roll, authorized a bond notice for up to $3.25 million for electric system work, and approved contracts and equipment purchases for wastewater and water projects.
The Chelsea City Council voted unanimously on Nov. 7 to approve a package of routine but consequential municipal actions, including changes to the proclamation policy, several appointments, the assignment of delinquent utility and stormwater bills to the 2022 winter tax roll, and authorizations for infrastructure contracts and purchases.
Council approved an amendment to the city’s proclamation policy requiring a representative from a requesting group to be present when a proclamation is approved. The council then approved proclamations declaring November as Family Court Awareness Month and recognizing Native American contributions and history.
Council appointed Jan Carr to fill a city-appointed trustee seat on the Chelsea District Library Board through Dec. 31, 2023, and appointed Roy Atkinson as the city’s commissioner to the Michigan Public Power Agency with Chuck Stevens serving as alternate. Adrianna Jordan was appointed as the city’s member representative to the Chelsea Area Construction Agency following her hire as Community Development Director.
On fiscal and utility matters, council adopted resolutions to place delinquent stormwater bills and utility invoices more than six months past due on the 2022 winter tax roll (staff said $993.94 would be moved for utility invoices). The council also authorized publication of a notice of intent to issue capital improvement bonds of up to $3,250,000 to finance electric system improvements and stated the city’s intent to reimburse certain prior expenditures from bond proceeds.
Public-works and operations actions included: approval of a three-year biosolids hauling, testing and land-application contract with Bio Tech Agronomics, Inc., continuing a vendor relationship in place since 2016; approval of replacement pumps for the wastewater treatment plant thickener (one Vogelsang rotary lobe pump and VFD, $18,000, and one Seppex progressive cavity pump and VFD, $13,975; total $31,975); and acceptance of bids for materials for the Hayes Street water main replacement project under the railroad tracks, for a total of $81,758.69.
