"It's been a long journey and a lot of hard work," the planner said, describing the latest changes as largely typographical and organizational.
Public comment focused on the document's transportation and bicycle-safety language. Resident Colt Mackinson urged stronger, transportation-focused language that prioritizes multimodal safety, saying the town survey overwhelmingly signaled residents want more safe walking and biking options. "The redline changes shifted language from 'encourage' to 'explore' in places that lessen commitments to multimodal safety," Mackinson said, asking the board to restore wording that supports transportational and recreational bicycling.
Board members agreed to reinstate or clarify bicycle-safety wording (TC22) so the action reads to "explore methods to improve bicycle safety throughout the town with a focus on transportation and recreational purposes," and to add an LU action (LU15) directing periodic review of the tree bylaw and the flow-neutral bylaw for effectiveness. Planning staff committed to incorporate the agreed edits and handle final administrative formatting before transmission.
The board then took a roll-call voice vote to approve the plan with the specified edits; minutes record the tally as three yes, one no and one abstention. The plan will be filed for inclusion in fall warrant materials and submitted to the Cape Cod Commission in accordance with the usual process.
What happens next: staff will incorporate the agreed language changes and finalize formatting for submittal ahead of town meeting and Cape Cod Commission review.
