Council approves power‑purchase authorization and a slate of routine motions

The most substantial authorization gave the Michigan Public Power Agency (MPPA) authority to execute Power Purchase Commitments on Chelsea’s behalf for financially firm energy deliveries to the MISO Michigan hub, with a maximum aggregate commitment of $3,429,907.20. The motion was moved by Bill Ruddock and seconded by Peter Feeney and passed with all members voting in favor.
Other approved items included:
- A Letter of Commitment to participate in a Michigan Municipal Electric Association (MMEA) concept paper advancing in a Department of Energy grant review; if awarded it would be a 50/50 DOE–city grant and staff estimated preliminary city investment of about $1,000,000 over five years. - A Letter of Intent with the Chelsea Area Fire Authority to explore sites for a new fire station after staff reported the current facility is sinking due to being built on a landfill. (Motion: Bill Ruddock; second: Kate Mehuron.)
- A Letter of Intent with Sylvan Township to study interconnection and joint use of water system fixtures, lines and sources. (Motion: Peter Feeney; second: Bill Ruddock.)
- Adoption at second reading of three zoning text amendments that remove duplicated provisions and refer users to the City of Chelsea Municipal Code (Ordinances 181‑2023‑02, 181‑2023‑03 and 181‑2023‑04). (Motion: Eric Keaton; second: Tony Iannelli.)
- Approval of two park pavilions: a 20'x24' pavilion at Timbertown Park for $18,770 and a 12'x16' pavilion at the dog park for $11,265. (Motions: Peter Feeney/Bill Ruddock; Tony Iannelli/Eric Keaton.)
- Purchase of a Royal Switchgear 46,000‑kilovolt vertical air break switch from Border States Electric for $21,093 to support an Industrial substation upgrade. (Motion: Kate Mehuron; second: Peter Feeney.)
Clerk recorded each result as unanimous: “All Ayes. Motion Carried.” The council adjourned at 8:59 p.m.
