Commissioners discussed a conditional approach—approving Fort Lauderdale's participation now under the condition that the second amendment obtain broad adoption—so the city would not be bound into a 40‑year commitment without the collective safeguards that the second amendment provides. Mayor Michael Ryan and SWA members argued that unified municipal participation is essential to secure favorable disposal contracts and to avoid being priced out of future market-based disposal alternatives.
The commission approved R7 (facilities amendment) and R8 (second amendment). Commissioners emphasized continued engagement at the SWA governing board level and asked for additional guarantees (including a city executive committee seat and clear reporting) to be secured in follow-on bylaws or agreements.
