Township approves $3 million CFA grant submission for Church Street Bridge replacement

East Pennsfield Township's Board of Supervisors voted unanimously to authorize submission of a $3 million grant application to the Commonwealth Financing Authority's Multimodal Traffic Fund for the Church Street Bridge replacement project.
Township staff described the bridge, which crosses Amtrak lines, as being in poor condition and said the project would likely cost about $3.5 million. "It's probably a 3.5 million-dollar project," a staff member said, adding that the township has applied previously to other programs and will continue seeking multiple funding sources, including PennDOT's Multimodal Transportation Fund and potential federal bridge funding administered through the metropolitan planning organization.
The resolution the board adopted, Resolution 2026-19, authorizes staff to submit the $3 million CFA MTF request. Board members expressed urgency about finding funding because the structure currently is on a six-month inspection cycle rather than the two-year cycle used when conditions are better. Chair read the motion and the board approved it 5-0.
Staff said the township will accept whatever funding becomes available, and that obtaining one grant would likely allow the township to pursue or decline other pending applications depending on award outcomes. The township emphasized it will continue to pursue county and federal grants if state programs do not supply sufficient funds.
Next steps: staff will submit the CFA application as authorized and continue to monitor the pending PennDOT MTF application and other grant opportunities; no construction schedule was set pending funding.
