Greene County commissioners approve $432,692 hazardous-waste contract and several grant applications

Commissioners Tom Koogler, Sarah J. Mays and Richard D. Gould voted unanimously to accept Clean Harbors Environmental Services, Inc.’s bid for Project No. 2601ES in the amount of $432,692.84. The engineer’s estimate for the project had been $475,000.
The board also approved a series of resolutions covering routine county business. Commissioner Sarah J. Mays moved approval of the vouchers (Resolution 26-6-18-1); Commissioner Richard D. Gould moved approval of travel and training expenses (Resolution 26-6-18-2); and the board authorized transfers of appropriations (Resolution 26-6-18-3). All motions passed on unanimous roll-call votes.
In other business, the board authorized Job & Family Services to expend up to $500 for staff meals during Child Support Awareness Month in August (Resolution 26-6-18-5); approved an education-services agreement linking the Greene County Educational Services Center, juvenile detention and the Miami Valley Juvenile Rehabilitation Center for the 2026–2027 school year (Resolution 26-6-18-6); and approved Amendment No. 4 to the FY2026 RECLAIM grant for Juvenile Court with minor budget revisions (Resolution 26-6-18-10).
The Victim/Witness Division was authorized to submit VOCA and SVAA grant applications for FY2026–2027 and designated David Hayes and Riki Karolyi as authorized signatories for application and award documents (Resolution 26-6-18-7). The Family Visitation Center was also authorized to submit a VOCA application for FFY2027 in the amount of $64,867 with a required cash match (Resolution 26-6-18-8).
The board approved participation in the County Commissioners Association of Ohio (CCAO) Commercial Card Consortium program through Huntington National Bank and authorized County Administrator Brandon Huddleson to execute the agreement (Resolution 26-6-18-9).
The board briefly entered executive session at 1:13 p.m. under Ohio Revised Code Section 121.22(G)(1) to consider the discipline of a public employee; present were Commissioners Koogler, Mays and Gould and several county staff. The board returned to open session at 1:23 p.m. with no action taken as a result of the executive session.
Appointments and remarks: Celeste Hurley, identified as CEO of Violence Free Futures, received a board manual following her appointment to the Family Services Planning Committee; she told the board she is grateful to serve.
