Monroe council green-lights multi-million-dollar pump station and several infrastructure bid solicitations

The Monroe City Council on Aug. 26 authorized advertising for bids and approved several engineering task orders aimed at addressing flooding, sewer repairs and local roadway improvements.
The most expensive item is the Georgia Street Pump Station Project, with an engineer's estimate of $6,941,490 and two alternates ($1,407,500 and $1,640,000). Councilmember Mr. Muhammad said the pump station "will alleviate the flooding problem" in that area, and the procurement packet sets a Disadvantaged Business Enterprise (DBE) goal of 15.12% for the solicitation. Mayor Friday Ellis thanked city staff for navigating federal funding and environmental requirements associated with the project.
Council also approved advertising for bids on the Kansas Lane–Garrett Road & I-20 Improvements (MALSR relocation only), estimated at $248,650 (DBE goal 6.55%), and the Texas Ave. LS Sewer Force Main Repairs Project, estimated at $1,000,000 (DBE goal 16.67%). The Council unanimously accepted Hemphill Construction Co. Inc.'s bid for the WPCC VTSH pumps #1 & #2 Replacement Project (Resolution No. 8980).
In a package of engineering approvals, Council adopted Amendment No. 2 to Task Order No. 14 with CSRS, LLC for the Young’s Bayou Channel Enhancement Project; Task Order 6 with Volkert, Inc. for Pine Street pump gate improvements; a cooperative endeavor agreement with the Louisiana Department of Transportation & Development for LA 15 & US 165-Business repairs; and multiple task order amendments for city-wide storm drainage and street improvements. Mr. McCallister reported that Phase 1 of the Texas/Standifer Trunk Line Repairs covered over 9,000 linear feet and Phase 2 over 5,000 linear feet, with Phase 2 costs reduced from an initial $7 million estimate to under $3 million through point repairs and limited slip lining.
Why it matters: The projects target chronic stormwater and sewer vulnerabilities and include procurement goals intended to broaden participation by DBE firms. The pump station authorization and the range of task orders set the procurement and work plan the city will pursue in the coming months.
What’s next: The Purchasing Division will advertise solicitations per Council authorization and return contract awards and final task orders for Council approval as bids are evaluated.
