Council member Linda Hansen raised the issue of changes to the County Adjusted Gross Income Tax (CAGIT) and Local Option Income Taxes (LOIT) for 2017, saying Indiana statute rolls those revenues and expenditures back into the county general fund. Hansen noted the council must decide before July 1, 2017 whether to keep the current distribution allocation or change it to include townships; including townships would reduce the monies other units receive. Hansen also noted the county council has the authority to change the income-tax rate breakdowns.
Council members discussed the need to analyze distribution impacts before the statutory deadline; no formal motion or vote was recorded on the distribution policy in these minutes.
