Carlos council accepts $170,262 seal-coat bid; approves tower and well inspections

The City of Carlos on May 14 accepted a sole compliant bid of $170,262 from Asphalt Surface Technologies Corp for the 2026 Seal Coat Improvement Project and authorized related inspections and preparatory work.
At the engineer's report, Bolten & Menk presented bids and project updates; Council member Damon Bullock moved to accept the Asphalt Surface Technologies bid and James Young seconded. The motion passed unanimously. The council also approved a $4,500 bid from Bolten & Menk to inspect the city's water tower (interior and exterior) and accepted a separate $4,500 proposal from Thein Well to perform dual well inspections covering both wells. Lakes Area Excavating is expected to start an alley project within the next month.
Council directed staff to coordinate scheduling and to return any contract documents for final signature and payment processing.
