Board backs advancing final design for Raphael Project Road Bridge, favors precast multispan concrete option

The district moved forward with final design and permitting work for the Raphael Project Road Bridge, authorizing a contract amendment so staff can refine costs and make the project shovel-ready for potential capital outlay or hazard-mitigation funding.
Engineer Grace Fousel presented alternatives developed during the SNR phase and said staff recommended a precast multispan concrete bridge because it offers greater longevity and lower maintenance than steel-intensive rolled-girder options. “We recommended going with the multi span concrete bridge,” she said, noting an estimated $30,000 cost to relocate a nearby power line if required during construction.
Staff urged amending GIS’s contract to fund final design and permitting so the project can be packaged for possible capital outlay, Hazard Mitigation Grant Program (HMGP) or other funding. The board moved and seconded the amendment; a voice vote recorded one opposition but the motion passed.
Board members asked whether the proposed structure would be load-rated for heavy trucks; staff said the new bridge would be rated to accommodate 18-wheelers and that utility-location and relocation issues would be resolved during design.
The board instructed staff to proceed with final design work and to return with refined cost estimates and permitting updates; the motion passed by voice vote with one recorded opposition and the clerk will record a formal tally in the minutes.
