Urbana Human Rights Commission approves two-year EEO recertifications; staff to revise union intake form

The City of Urbana Human Rights Commission on June 16 approved two-year EEO workforce certifications for multiple employers and said staff will revise the commission's intake form to address a union-related issue raised during review.

Commission staff reported that three small employers—Ron Equipment, Spitler Excavating and Inpop Inc.—qualified for automatic two-year recertification because they have 20 or fewer employees and were accepted administratively. Staff then recommended two-year approvals for Davis Hope Mechanical, JP Morgan Chase and Schaefer Plastics North America. A motion to approve the three workforce certifications was moved, seconded and recorded with four audible affirmations during the meeting.

Why it matters: The recertifications confirm that employers meet local equal-employment-opportunity reporting requirements for the next two years; commissioners indicated they want clearer information where collective-bargaining or union-related questions arise.

Carla, the commission's officer reporting on intake and reviews, told the commission that Davis Hope Mechanical presents the "same union issue" previously discussed and that staff will strengthen the intake form to capture relevant details. "I will be working on that form with several different updates…once that's done, that'll strengthen that particular form," Carla said, adding that Adam Rougerie had proposed additional changes and that staff will prepare a template for commission review.

The commission also sought and recorded the approval of the April 21, 2026 minutes earlier in the meeting; the transcript captures three audible affirmations for that motion. The record shows five commissioners were present for roll call.

Next steps: Staff will return an updated intake template addressing the union-related questions for commissioner consideration at a future meeting.
