Councilmember Jordan Arceneaux offered a substitute motion to table Resolution No. 2025-024, which sought to amend the 2024/2025 Capital Outlay Fund Budget by $425,000 for the St. Peter and N. Church Street sidewalk project (NCMC, LLC Project H.013517); the substitute motion to table passed and the budget amendment was not adopted.
The council considered Resolution No. 2025-025, authorizing the mayor to enter into a contract with Neel-Shaffer, Inc. to perform a traffic study. Councilmember Arceneaux moved to amend the resolution to require council approval for costs exceeding $40,000; the amendment was added. The resolution as amended passed with a recorded nay by Councilmember Taylor James and approval by the remaining members.
The actions formalize the city’s compliance steps for its water permit and set a process for public engagement through the adopted participation plan. The tabling of the sidewalk budget amendment means the council will revisit funding for Project H.013517 at a later meeting.
