Commissioners press for enforceable parking plan as auto lot seeks site‑plan waiver

Roy Dominguez and owner representatives presented a request to repurpose an existing building and formalize parking and use conditions at the Grand Prize Auto property.
Dominguez said the current submission shows 63 vehicle spaces. Commissioners and staff reviewed the layout and concluded several angled spaces adjacent to the drive aisle likely could not be used; after accounting for spaces lost to the drive aisle the commission said the property would be left with about 53 usable spaces unless changes are made. Commissioners asked the petitioner to identify a fixed number of maximum cars for sale, clearly mark designated employee and customer spaces, and provide an engineered site plan showing parking dimensions and ADA spaces.
Commissioners also directed staff to assemble past meeting minutes and waiver approvals (the record includes items from 2021, 2022 and a 2025 autotouch entry) so the commission can reconcile prior waivers and determine which conditions remain enforceable. The commission emphasized that truck unloading and long‑term parking on US‑41 are immediate safety issues and said enforcement (including Police Department involvement) would begin immediately for unsafe truck unloading at the roadside.
Staff and the applicant agreed the waiver request cannot be finalized without: a current engineered site plan, a written list of prior waivers/conditions incorporated into any new approval, and a clear, enforceable terms document that identifies the allowed number of vehicles for sale and required employee/customer parking. The commission asked that these materials be provided before the next meeting.
No formal vote was taken; commissioners set expectations for follow‑up material and for staff to return with compiled prior minutes and waiver records.
