Developer proposes digital billboard on 132nd; commissioners ask for site plan, renderings and sidewalks

Marlor said the company offers the town free emergency‑alert and community messaging on the board and that the signs include an automatic dimming feature. "We do reach out to the chamber of commerce. We develop a good relationship with them and nonprofit organizations. We allow them to utilize space on there," Marlor said, adding the company does not charge the city to use the display.
Commissioners raised traffic‑safety and visual impact concerns and pressed the petitioner for documentation. Staff and commissioners asked Marlor to return with a rendering, a clear site plan showing the sign location, ingress/egress and maintenance access, a landscaping plan, and confirmation of what state regulations apply to brightness and motion control. The commission said it expects evidence that the proposed lighting and any dynamic elements comply with state rules and the town zoning code before formal action.
The commission also discussed future development at the site and whether sidewalks or parking improvements should be required as part of any approval. Staff indicated the sign request will require variance and site‑plan review steps; commissioners directed staff to put the item back on a future work session after the petitioner provides the requested materials.
The petitioner did not receive formal approval at the July 1 work session; commissioners asked for the additional materials and said they would consider the item again once those documents are submitted.
