Greenwich BOE lists $85M capital balance, redesigns GHS pool and advances ADA projects

BOE officials told the BET Budget Committee on Feb. 5 that the district’s open-capital report shows approximately $85 million in available balance, much of it tied to building-committee allocations and encumbrances.
Dan Watson, director of facilities, and BOE finance staff outlined key FY27 capital requests and recent encumbrances, citing $2.234 million for Julian Curtis work and $4 million for HVAC at Hamilton Avenue Middle School among recent charges. New Lebanon’s project remains pending a state audit draft received Feb. 4, 2026.
The BOE presented ADA compliance work planned across the district. The North Street ADA project was budgeted for $600,000 in FY27 A&E with $3.7 million for FY28 construction (5% inflation applied). Julian Curtis ADA consolidation was proposed at $2.5 million for FY27. BOE explained state reimbursement processes and said low reimbursement rates and added protocol time can affect project timing decisions.
Greenwich High School’s pool replacement was presented as a $4 million FY27 project redesigned to integrate tennis-court work and a secondary access driveway; BOE staff said the existing pool has critical safety and code issues (including an inoperable diving board) and that the pool is the town’s only indoor pool, supporting its classification as a community asset.
Other infrastructure items included a network-closet AC refresh ($76,000 FY27), server-room relocation to reduce vulnerability, completion of major HVAC components at GHS with next steps on ductwork and air-handler replacement, life-safety upgrades at Parkway ($1.8 million FY27) and roof replacements (Hamilton Avenue $900,000 FY27; North Street $420,000 FY28). BOE noted some out-year placeholders such as Havemeyer investments pending relocation decisions and the difficulty of moving warehouse and technology operations housed in basements.
BOE also flagged the need to refine out-year placeholders for furnishings and the CIP sheet to reflect integrated project components. Several projects will proceed in phased A&E followed by construction as design complexity and reimbursement timing require.
