Keely, the commission’s new community and economic development assistant, told commissioners the city has approved money from the downtown tax-increment financing account to support development of an arts and cultural strategy plan. "There has been money approved within the downtown TIF account, which will allow the city to complete an arts and cultural strategy plan," Keely said.
The commission was asked to review sample strategy plans and materials ahead of an RFQ process. Staff said they hope to bring an RFQ draft to the commission in August so members can help shape goals, scope and evaluation criteria. Commissioners discussed whether subcommittees should meet beforehand or whether the full commission should begin review at the Aug. 7 meeting once a posting timeline is confirmed.
Commissioners emphasized wanting clear expectations for what the strategy should deliver and asked staff to confirm the RFQ posting date and any budget details before the next grant cycle. Keely said she would follow up with Anne, who was not present, to confirm the precise RFQ timeline and whether additional meetings should be scheduled before the August session. The commission agreed to revisit any unresolved procurement timing when staff can provide exact posting dates and deliverables.
