Mayor TJ Collie opened the event and welcomed a full house to the ceremony, calling it an “auspicious occasion” and asking attendees to stand for the posting of colors. Town Manager Brandon Zudar said the town conducted a national search and described Roser as the right fit for Morrisville, citing his experience and temperament.
The ceremony included a musical posting of colors and the Pledge of Allegiance. Roser introduced his family and thanked department staff and leaders who supported his transition from Apex. He then repeated the oath of office, pledging to support the constitutions of the United States and North Carolina and to “faithfully discharge the duties of my office as police chief,” language read aloud and administered during the event.
After the oath, Roser thanked organizers, town staff and his family — mentioning parents Tommy and Glenda and his wife Alicia — and said he looked forward to partnering with the community. He singled out two mentors, Chief Jack Lewis and another leader in attendance, for their influence on his career, and noted that Chief Peter Costa of Morrisville will retire imminently.
Elected officials and council members in attendance included Representative Maria Savania (North Carolina Legislature), Wake County Commissioner Cheryl Stallings and Caroline Spencer Sparks representing Congresswoman Ross’ office. Several council members offered brief remarks. Council Member Ralph called the moment a celebration of leadership; Council Member Vicky Scragggins Johnson said Morrisville’s nationally accredited department is poised to continue thriving under Roser; and Council Member Liz Johnson praised Roser’s early outreach to the community.
Town officials invited attendees to a reception in the lobby to meet Roser; speakers noted Roser’s official duties begin the following day. No votes or formal appointment proceedings were recorded in the transcript of the ceremony; the event on record was a public swearing-in and welcome.
