McNeel said the company’s anticipated new capital investment is about $10.8 million and that the town’s economic incentive policy allows up to 1.5% of qualifying capital investment for headquarters projects. Staff described a proposed 1.5% incentive, with a minimum payment figure cited in the packet of approximately $162,190.50 structured as multiple grant payments over several years; the packet text also lists per‑payment amounts that staff said equal the total shown. Amy McDonald, the project site consultant with KSM Location Advisors, spoke for the company and expressed excitement about joining Morrisville’s life‑sciences cluster.
The council held a public hearing (no members of the public spoke), and Council Member Scaritz Johnson moved approval; the motion carried unanimously, 5‑0. Council members and the mayor welcomed the company and thanked staff for negotiating the package.
