Morrisville council unanimously adopts event‑participation rule (Resolution 2025‑306)

Rodriguez said the draft softens prior language that required members to speak, removes a mandatory rotation, clarifies that the mayor will speak first (or the mayor pro tem in the mayor’s absence), and assigns staff responsibilities for providing event invites and supporting arrangements.
The draft includes a new council responsibility that a member invited to speak at an event that was not sent to the entire council should request that the organizer invite the full council and notify the town clerk. Rodriguez said the Chamber of Commerce reviewed the change and raised no implementation issues.
Council members debated whether to adopt the rule immediately or defer to the retreat so incoming members can weigh in. Council Member Rabati suggested postponing, but multiple members including Council Member Johnson and Council Member Scroggginage Johnson said they were prepared to approve and to revisit the rule at a later date if needed. Council Member Johnson made the motion to adopt the resolution; a second was given. The council voted unanimously to adopt Resolution 2025‑306 (recorded in the meeting as 7–0 in favor).
The resolution adds Rule 35 to the council’s procedural rules; staff said they will continue to circulate event invites and provide implementation support. Council members who preferred additional review said they will ask to revisit the rule at an upcoming retreat or on an annual schedule.
