Cleveland council approves bond refunding, multiple zoning ordinances and awards bids during April 27 meeting

The Cleveland City Council on April 27 approved a consent agenda that bundled several zoning ordinances, a bond resolution and procurement recommendations.
Councilman David May moved to approve the consent agenda; Councilman Dan Moore seconded and the motion carried 6-0. Items in the consent package included final passage of Zoning Ordinance 2026-13, Ordinance 2026-14 and Ordinance 2026-15, a bid recommendation for fill sand, limestone and rip rap, and Resolution 2026-39 authorizing the issuance and sale of not-to-exceed $1,225,000 in General Obligation Refunding Bonds, Series 2026.
The text of Resolution 2026-39, read as part of the meeting record, says the bonds are being issued to refund outstanding Series 2016A indebtedness, with the new bonds sold at par and scheduled to mature no later than June 1, 2036. The resolution describes a 3.75% annual interest assumption in section 5 and authorizes the Mayor and City Clerk to execute the bond purchase agreement and related documents. The resolution also cites authority under Title 9, Chapter 21 of the Tennessee Code Annotated and notes the Comptroller’s Office reviewed the city’s refunding plan.
On procurement, a staff memo recommended awarding contracts for fill sand, limestone and rip rap to Vulcan Materials Company and H&H Rock; staff said funding is available. The council approved the recommendation as part of the consent motion.
Mayor Kevin Brooks presented a proclamation honoring the 2026 Cleveland High School Blue Raiders and Lady Raiderettes wrestling teams for state championships and named individual state champions and coaches. As part of the proclamation text recorded in the minutes, Mayor Brooks declared April 27, 2026 as “Cleveland High School Blue Raider Wrestling Day.”
The council also received short reports from members and staff on topics including the Greenway, a Homeless Committee update, and an Arts and Entertainment District status briefing. The meeting adjourned at 3:24 p.m.; the next council meeting is scheduled for May 18, 2026, when the FY2027 budget public hearing and first reading will occur.
