A staff member told the work session that the office received three proposals for engineering services for a park project in Spring Creek, with the lowest bid listed at $11,197 and the highest at $27,459.
"We received three proposals for the engineering for a park project in Spring Creek," the staff member said, and read the firms and their proposed totals: Vidian Civil Design (Pittsburgh) at $11,197; a firm identified as the E group (Clarion) at $14,000; and Engineers of Bradford with a lump-sum price of $27,459. The staff member noted the proposal packages are lengthy — about 50 pages for at least two firms.
The staff member and other participants cautioned that the proposals are not directly comparable because firms handle construction inspection and similar line items differently. "It's not apples to apples," one participant said, noting some firms include full-time construction inspection in a lump sum while others split that cost out.
A committee member asked whether staff would score the proposals using the same review process applied to the Sheridan Street project; the staff member agreed to perform that scoring. Participants said they will use those scores to inform a recommendation.
Staff said they hope to place a recommendation on the July meeting agenda but that doing so depends on receiving feedback from the township. One participant said July is likely the only opportunity to finalize the selection in 2026.
No formal motion or vote was recorded during the discussion. Staff will complete scoring and return with a recommendation for the board to consider at a future meeting, contingent on township feedback.
