Commissioners approve routine claims, personnel actions and $72,000 transitional housing contract

The Lancaster County Board of Commissioners on Jan. 6 approved a range of routine administrative items — including minutes, payroll, claims and multiple contract amendments — and took several personnel and contracting actions, most notably a continuation contract with Fresh Start Incorporated to provide transitional housing for adult drug court participants.
The board set the salary for Michael Meford as a part-time temporary Attorney 2 at $55 per hour, effective Jan. 6, 2026. Commissioners also approved claims and a set of consent-agenda contracts (armored car services, recycling collection, motor fuel supply, license-plate-reader software licenses, flooring installation, and exhibit and right-of-way payments) by unanimous roll-call votes.
Jeff Gilpatrick of Community Corrections presented the Fresh Start contract, which secures transitional housing for up to four female adult drug court participants at a Lincoln program and is funded through the drug court grant. Gilpatrick said the contract updates the program rate from $25 per day to $50 per day and that the total cost is not to exceed $72,000 per year. The board approved the contract by unanimous vote.
Other approvals included a professional services supplement for preliminary engineering with Felsburg, Holt, and Olvig and multiple NDOT-related supplements (see separate coverage for the South 68th Street project). The board also approved a contract to replace fuel dispensers at the county Cherry Creek site, for an amount not to exceed $23,592.71, after the county engineer explained the existing pumps were damaged and not repairable.
Votes at a glance: all recorded motions in this meeting were adopted by unanimous roll-call vote. The board adjourned and will meet next on Jan. 13, 2026.
