Lancaster County adopts new elected-officer salary schedule; consultants cite market data and address wage compression

Lancaster County commissioners on Jan. 13 approved a resolution establishing salaries for county elected officers for the 2027–2030 term following a presentation by Zelle Human Resource Solutions.
Chesney Ksionzek, a business operations and payroll manager with Zelle, said the firm analyzed historical data, current market information and the Board''s 2022 salary formula to develop the recommendations. Ksionzek said the firm paid particular attention to the County Engineer''s salary to address potential wage compression within that department and recommended phased adjustments to align internal equity with market competitiveness.
Commissioner Matt Schulte asked for clarification on the magnitude of increases; Ksionzek said some positions reflected increases of approximately 10 percent while others were more modest and that adjustments over multiple years would help mitigate compression. Schulte emphasized the importance of transparency in public salary setting.
The Board voted unanimously to adopt the resolution (R-26-0007). Implementation responsibility was assigned to Human Resources to apply the adopted schedule and monitor future adjustments.
