Commission reviews Ferry Street ramp concept; DEEP asks for more detail on North Cove appendix

The Essex Harbor Management Commission discussed a proposed concept to improve the Ferry Street ramp and reported state agency comments on a draft environmental appendix at its June 25 meeting.
The Board of Selectmen asked the commission to review a proposed flooding remediation plan for Ferry Street; commission members said the harbor commission does not have jurisdiction over that plan. Commissioner Kit Schellens presented a concept drawing intended to improve the ramp area and provide a dedicated place for dinghies. Schellens said he shared the concept with Bruce Glowac, who will pass it along to Norm Needleman for further consideration. Members raised questions about how the area would be policed and whether engineering drawings and permits would be required.
Chair Terry Stewart said he would follow up with Bruce Glowac about funding for an engineering drawing and any necessary Connecticut Department of Energy and Environmental Protection (DEEP) permits. The commission noted that follow‑up work could include engineering design and permitting if the idea moves forward.
Separately, Stewart reported that DEEP provided feedback on the commission’s latest North Cove Sensitive Site Appendix, requesting more detailed explanations describing why each area is sensitive from public resource, environmental and navigation standpoints. A working committee will review DEEP’s comments and Commissioner Andy Roussel volunteered to participate. There was no dredging update at the meeting.
No formal action was taken on Ferry Street or the DEEP comments at the June 25 meeting; members recorded the feedback and assigned internal follow‑up tasks.
