The board's work session on June 1 covered a series of operational and policy items, including park improvements, a development agreement, an economic development presentation and an extended roundtable on a proposed employee compensation step plan.
Kayce Williams, Parks and Recreation Director, presented renderings and financing for the Harvey Park playground renovation. Ms. Williams said the city's insurance provider recommended removal of the existing wheelchair swing; staff plan to incorporate additional accessible play structures and to retain the commemorative plaque for the original swing. Alderman Brent Murray thanked Miracle Recreation for its partnership on the project.
Assistant GM Ryan LaMunyon and DR Horton representative Matt McKendree discussed the Harvest Point 18B development agreement. Mr. LaMunyon emphasized the agreement does not allocate additional sewer capacity; Mayor Matt Fitterer requested language revisions to align the document with the Unified Development Code and said he would follow up with City Attorney Patrick Carter. Mr. Carter said the document before the board was an initial draft and that the request at the meeting was limited to approval of the plat for recording purposes.
City Administrator Carter Napier introduced Betsey Knotts and Will Evans from Maury Alliance, who briefed the board on Industrial Development Boards (IDBs), Payment In Lieu of Taxes (PILOT) agreements and economic development initiatives. Board members asked clarifying questions about the purpose and use of these tools.
In a roundtable discussion aldermen raised concerns and questions about a proposed compensation step plan. Alderman Vincent Fuqua urged leadership to share answers to employee questions broadly rather than only through department heads; Alderman John Canepari and others said they had received similar questions from Fire Department and other employees. Mr. Napier said department meetings were underway and individual letters would be sent to employees detailing where they would be placed in the new step plan; he and staff indicated they had worked to determine which incentives would remain and which would be discontinued and discussed a proposed one-time payment associated with the plan.
Cornelia Gibson offered a citizen comment urging elected officials to remember their role as public servants and expressing disappointment about perceived limited outreach to the community. The meeting later adjourned to executive session at 7:50 PM.
