County staff warn of fast-moving federal grant rule changes; county plans July 13 comment

County staff told the Dunn County Committee on Administration on June 30 that proposed federal rule changes to grant administration could increase counties’ exposure to clawbacks and add new monitoring requirements for subrecipients.
A staff member briefing the committee said the National Association of Counties and the Wisconsin Counties Association are coordinating comments and that county staff are using a template to prepare Dunn County’s submission. The staff member urged supervisors to note that some changes would remove appeal processes and require recipients to hold subrecipients to new standards, increasing administrative costs and programmatic risk.
The staff presentation cautioned that the proposed rules move quickly and could affect county-operated activities that take place on county-owned grounds. Officials said that even where the county is a subrecipient through the state the rule changes could still have material effects on budgeting and on staffing decisions tied to grant-funded positions.
Why it matters: staff described the changes as potentially difficult to budget against because grants could be clawed back with little notice, and noted an open comment period that closes July 13. County staff said they were coordinating with department heads and would submit comments before the deadline.
