Board authorizes additional library architect services; Alderman requests 30-day pause on parts of project

The Board approved Resolution 26-158 to authorize an additional services request from WBA Architects for the new Spring Hill library concept. Missy Stahl, CIP Director, presented updates based on prior work-session feedback and explained the scope of the additional services.
During discussion Alderman Vincent Fuqua asked for a 30-day pause and indicated he may seek a formal deferral; he expressed concern about aspects of the project scope. Vice Mayor Trent Linville asked for clarification regarding a line item associated with drainage and geotechnical services. Alderman Fuqua indicated he supported continuing geotechnical services while pausing other elements of the architect’s scope. The minutes show the motion to approve passed 7-0.
Separately, at the work-session portion of the meeting, Will Brasfield presented architectural renderings for the Pure Water Spring Hill pilot facility and asked the Board for consensus direction about preferred interior and exterior concepts. The Board discussed options and directed staff to be mindful of taxpayer funds when selecting final designs.
What happens next: staff will continue contract administration with WBA Architects per the approved additional-services authorization; any requests to defer or pause further work would be on a future agenda if formalized by a motion.
