Commission discusses ADU rules and urges Planning & Zoning engagement to expand options for older residents

Commission members described recent conversations with Michael Werner, a lead policy analyst on aging for the state legislature, and discussed local zoning limits on Accessory Dwelling Units (ADUs).
Cindy Craig said she and Ms. Crabbe met with Mr. Werner, who volunteered to be a resource for the Commission on ADU policy and housing initiatives. Craig explained that East Hampton’s zoning permits ADUs in R‑1, R‑3 and R‑4 zones but not in R‑2; in R‑3 and R‑4 the lot must meet additional acreage thresholds.
Jack Solomon urged the COA to request an analysis of sewage‑flow impacts for ADUs and asked Planning & Zoning to consider differentiated sewer charges so an ADU would not be automatically charged the same as a full primary dwelling. Dr. Rosenberg recommended COA members testify at Planning & Zoning meetings and suggested that Ms. Craig make a three‑minute public comment to press for zoning changes to allow ADUs in R‑2 and to review restrictions in other zones.
Why it matters: ADUs are often proposed as a way to increase smaller, lower‑cost housing suitable for older adults, caregivers, and single‑person households. Local zoning limits and utility charge rules can materially affect whether ADUs are a practical option.
What’s next: The COA approved a resolution at a prior meeting encouraging Planning & Zoning to address ADU rules and Dr. Rosenberg said he will write a cover letter and send the resolution to Planning & Zoning. The COA was advised to attend upcoming PZ hearings and offer testimony.
