The Town Clerk read the legal notice and the three items that will appear at referendum: a general operating budget of $66,258,350 for fiscal year 2026–2027; a TIF-related line item of $489,171 for fiscal year 2026–2027; and a capital projects budget of $127,552 for fiscal year 2026–2027. The clerk said copies of the proposed budgets are available at Windsor Locks Town Hall, 50 Church Street.
"We received a petition of 234 signatures on May 4 at 08:01 a.m., received in the Town Clerk's office," the Town Clerk stated during the meeting, noting the petition triggers referendum procedures described under the town charter and Connecticut law.
A motion to set the hours of the referendum was made and seconded; the moderator announced by voice vote that "the ayes have it" and confirmed the referendum will take place June 2 at the normal polling places between noon and 8 p.m.
No final votes on the budgets themselves were taken at the meeting; electors set only the referendum hours and will consider the budgets on June 2. The moderator said he would repeat the referendum details at the meeting's end. The meeting adjourned at approximately 7:37 p.m.
