City staff said the contract is structured as an annual agreement subject to appropriation, with a five-year expected term and automatic annual renewals contingent on funding. Officials said the first year is detailed in the contract exhibit while subsequent years will require yearly funding approvals. Council members pressed about coverage for dispatch systems and for major upgrades (for example, large rec-center overhauls); the vendor representative said those projects could be staged off hours to reduce daytime impact.
Supporters said outsourcing will likely keep the city within existing personnel budgets and could reduce total costs while providing broader technical coverage. One council member said the city may revisit having a part-time or full-time on-site IT manager three to six months after onboarding if local needs require it.
Ordinance 38 passed on a voice call of "all in favor" without recorded individual tallies, and council directed staff to post the ordinance according to law. Staff invited ATNET Plus representatives into executive session during deliberations to answer technical and personnel questions.
